This Free Zone Management (FZM) Permit is issued for:
-
Advance Customs Clearance
-
For imports by Special Economic Zone (SEZ) developer, importing construction materials for infrastructure development under scope of exemption.

Temporary Importation/Exportation
-
Temporary import/export by SEZ developer of construction material for infrastructure development
-
Temporary import/export by SEZ investors under scope of exemption
-
Importation/Exportation
-
For imports by SEZ developer, importing construction materials for infrastructure development under scope of exemption
-
For exports by SEZ developer, re-export of construction materials back after temporary import
-
Import/export by SEZ investors under scope of exemption
The procedure is the same for all of the above types of permit and implemented through the following regulations:

Place for submitting application
|
Permits 1 and 2 above can only be obtained at the FZM Department at GDCE’s Headquarters in Phnom Penh whereas Permit 3 may also be obtained at manned Special Economic Zones (SEZ).

Note 1

The application has to be made on a pre-prescribed application form. Different forms are used for different purposes but they are the same in layout. The different forms are:

Form 2.1 – Application for Advance Customs Clearance

Form 2.2 – Application for Advance Customs Clearance

Form 3.1 – Application for Temporary Importation

Form 3.2 – Application for Temporary Importation

Form 5 – Application for Importation, Issued to permit trader (zone developers and investors) to import goods under scope of exemption for their investment project.

Commercial Invoice

Packing List

Transport Bill of Lading or Waybill

Authorization letter from importer to freight forwarder
-
Power of attorney from freight forwarder to broker within a letter to GDCE/DG nominating broker for clearance

Copies of back and front of broker’s ID card (issued by GDCE)
