The undersigned, Minister of Agriculture, Forestry and Fisheries
- Seen the constitution of the Kingdom of Cambodia
- Seen the Royal Decree No. NS/RKT/0908/1055 dated 25 September 2008 on the appointment of the Royal Government of the Kingdom of Cambodia
- Seen the Royal Kram No. 02/NS/94 dated 20 July 1994 promulgating the law on organization and execution of the Council of the Ministers
- Seen the Royal Kram No. NS/RKM/0196/13 dated 24 January 1996 promulgating the law on establishment of the Ministry of Agriculture, Forestry and Fisheries
- Seen the Royal Kram No. NS/RKM/0802/016 dated 31 August 2002 promulgating the law on forestry
- Seen the Royal Kram No. NS/RKM/0506/011 dated 21 May 2006 promulgating the law on fisheries
- Seen the sub-decree No. 17 ANK BK dated 07 April 2000 on the organization and execution of the Ministry of Agriculture, Forestry and Fisheries
- Seen the sub-decree No. 105 ANK BK dated 22 August 2005 on the addition of the duties to the Ministry of Agriculture, Forestry and Fisheries and establishment of the Department of Internal Audit, Department of Planning and Statistic, Department of International Cooperation and Center of Information and Agricultural Documents subordinate to the Ministry of Agriculture, Forestry and Fisheries
- Seen the sub-decree No. 188 ANK BK dated 14 November 2008 on the amendment to the Department Genera of the Ministry to become the Secretariat General, promotion of the forestry administration, fisheries administration to be equivalent to the Department General, promotion of the Department of Agronomy and Agricultural Land Improvement to become the Department General of Agriculture and amendment to the Department General of Rubber Plantation to become the Department General of Rubber under the custody of the Ministry of Agriculture, Forestry and Fisheries
- Seen the sub-decree No. 16 ANK BK dated 13 march 2003 on the animal sanitation and animal origin products control
- Seen the sub-decree No. 53 ANK BK dated 29 May 2006 on the international business with the vulnerable plants and animals
- Refer to the necessity of the Ministry of Agriculture, Forestry and Fisheries
This notice refers to the determination of the procedure of the animal sanitation and animal origin products control, except that the fisheries products and sub-products for import, export, crossing, transporting nationwide for the purpose of preventing the animal epidemic disease, animal health care and public health care.
The natural and legal entity who exported, imported, crossing or transporting nationwide of the animals or animal origin products shall hold the following documents:
A. For the export to abroad shall include:
- The license of the Ministry of Agriculture, Forestry and Fisheries
- The business registration certificate for the legal entity
- The animal exploitation or animal origin products permit
- Animal purchase collection or animal origin products permit
- Animal sanitation and animal origin products certificate
- Animal Identity or animal identifying or Identification (document) for identifying the animal origin products
B. For import, cross passing shall include:
- The license of the Ministry of Agriculture, Forestry and Fisheries
- Certificate of origin of animal and animal origin products
- The business registration certificate for the legal entity
- Export permit, cross passing animal or animal origin products from the competent institution of the country of export
- Animal Identity or animal identifying or Identification (document) for identifying the animal origin products
- The animal sanitation certificate or animal origin product sanitation certificate of the country of export
- The contract on import or cross passing animal or animal origin products between the natural entity or legal entity with the Department of Production and Animal Husbandry
C. For local transport shall include:
- The animal exploitation or animal origin products permit
- Animal purchase collection or animal origin products permit
- Animal Identity or animal identifying or Identification (document) for identifying the animal origin products
- The animal sanitation certificate or animal origin product sanitation certificate
The natural or legal entity who eported, imported, cross passed the animal or animal origin products shall apply for the animal sanitation control or animal origin products at the Department of Production and Animal Husbandry.
The natural entity or legal entity who transported the animal or animal origin products in the country shall apply for the animal sanitation control or animal origin products at the Provincial-Municipal Office of Production and Animal Husbandry.
The application for animal sanitation control or animal origin products has been determined in the annex 1-3 of this notice.
To secure the animal health and public health, the natural or legal entity who conducted business in collection and purchase of animal or animal origin products, except for wildlife, sample and wildlife products from any province, city to other province or for export abroad shall apply for business permit and purchase permit at the Department of Production and Animal Husbandry.
The permission to collect and purchase the animal or animal origin products of the legal entity shall be approved in advance from the Ministry of Agriculture, Forestry and Fisheries
The natural or legal entity who conducted business in collection and purchase of the animal or animal origin products in province, city shall apply for business permit and purchase collection permit at the provincial-municipal Office of Production and Animal Husbandry
The specimen of records for application for business permit and purchase collection permit has been determined in the annex 4-14 of this notice.
The animal purchase collection business permit and animal origin product is valid for 12 (twelve) months commencing from the issuing date of the permit.
The animal purchase collection business permit and animal origin product is valid for 30 days commencing from the issuing date of permit.
The specimen of the animal sanitation control permit and animal origin product has been determined in the annex to this notice as follows:
A. Issued by the Department of Production and Animal Husbandry
- The animal purchase collection business permit and animal origin product containing identifying letter, number of letter PhB LR
- The animal purchase collection permit and animal origin product containing identifying letter, number of letter PhB BrT
- Animal sanitation certificate and animal origin product containing the identifying letter, number of the letter PhB RiR
- Animal transport permit and animal origin product containing the identifying letter, number of letter PhB LDCh
B. Issued by the Provincial-Municipal Office of Production and Animal Husbandry
- The animal purchase collection business permit and animal origin product containing identifying letter, number of letter KPhB LR
- The animal purchase collection permit and animal origin product containing identifying letter, number of letter KPhB BrT
- Animal sanitation certificate and animal origin product containing the identifying letter, number of the letter KPhB RiR
- Animal transport permit and animal origin product containing the identifying letter, number of letter KPhB LDCh
Any notice or decision which is contrary from this notice shall be null and null
Secretary General, Inspection General, Cabinet Director of the Ministry of Agriculture, Forestry and Fisheries, Director Department of Production and Animal Husbandry, Director Department of Agriculture, Chief of Provincial-Municipal Office of Production and Animal Husbandry, organization concerned under supervision of the Ministry of Agriculture, Forestry and Fisheries shall be in charge to carryout this notice individually and effectively from the date of signing hereafter.
