- Having seen Royal Decree No. NS/RKT/0908/1055 dated 25 September 2008 on the Appointment of the Royal Government of the Kingdom of Cambodia;
- Having seen Royal Kram No. 02/NS/94 dated 20 July 1994 promulgating the Law on the Organization and Functioning of the Council of Ministers;
- Having seen Royal Kram No. NS/RKM/0196/18 dated 24 January 1996 promulgating the Law on the Establishment of the Ministry of Economy and Finance;
- Having seen Royal Kram No. NS/RKM/0196/18 dated 24 January 1996 promulgating the Law on the Establishment of the Ministry of Commerce;

- Having seen Sub‐Decree No. 59 ANkr.BK dated 29 May 2008 on the Promotion of the Cambodia Import Export Inspection and Fraud Repression Department (Camcontrol) to be the General Department of Camcontrol under the supervision of the Ministry of Commerce;
- Having seen Sub‐Decree No. 82 ANkr.BK dated 16 November 1995 on the General Regulations On Public Accounts;
- Having seen Order No. 04 BB. dated 15 November 2006 of the Royal Government on Strengthening the Management of Non‐Tax Revenue;
- Prakas No. 272 SHV.Prk dated 17 March 2011 of the Ministry of Economy and Finance on the Implementation of Payment Receipts;
- Circular No. 005 SHV dated 17 March 2001 of the Ministry of Economy and Finance on the Management of Payment Receipts; and
- Pursuant to the necessity of the Ministry of Commerce and the Ministry of Economy and Finance.
To authorize the Ministry of Commerce to implement the collections of revenues from public service fees for the benefit of the national budget.
This public service list emphasizes the service fees, service duration and the validity according to each public service, as stipulated in an annex attached to this Joint Prakas.
The Ministry of Commerce shall publicly announce, especially at the service desk, the service standard such as: fee list, document format and procedure for providing services, pertaining to the above revenue collections.
The Ministry of Commerce shall set up a desk to obtain complaints, which could be accidentally filed, especially in case of breaching standard service or taking the fee more than the determined amount or any delay.
The Ministry of Commerce shall have its duties to collect the revenues, be responsible for the collected revenues and transfer them to the national budget, in which it shall register in the accounting record regarding the revenue transaction and record and monitor the revenue in the chapter, account, sub‐account of the budget contents, as well as making revenue voucher.
The allocation of duties on managing and collecting revenues from the provision of public services between the Central Administration of the Ministry of Commerce and Municipal/Provincial Departments of Commerce shall be determined by Prakas of the Minister of Commerce. The Ministry of Commerce shall send one copy of this Prakas to the Ministry of Economy and Finance for information and the following up of the revenue implementation.
All collections of revenues from public service fees as stipulated in the annex attached to this Joint Prakas shall be accompanied by payment receipts issued by the Ministry of Economy and Finance in compliance with Prakas No. 272 SHV.PrK dated 17 March 2011 on the Implementation of Payment Receipts and Circular No. 005 SHV dated 17 March 2011 on the Management of Payment Receipts of the Ministry of Economy and Finance.
The Ministry of Commerce shall determine a specific location and have standby official(s) with one‐stop characteristics at the determined location, in order to serve the public on time.
The Ministry of Commerce shall prepare reports on the implementation of monthly and annual revenues for the Ministry of Economy and Finance prior to the 10th day of the following month for the monthly report, prior to the 15th day of January of the following year for the annual report.
The public service fees as stipulated in the annex of this Joint Prakas may be amended by a Joint Prakas, if necessary.
Any provisions contrary to this Joint Prakas shall be null and void.
Secretaries General, Cabinet Chief, General Director, Department Chief, and Chief of Relevant Units under the supervision of the Ministry of Economy and Finance and the Ministry of Commerce shall be in charge of effectively implementing this Joint Prakas from the date of its signature onwards.
