The above permit is a requirement for the export of recyclable waste/scrap, such as cans, cardboard, steel sheets or aluminum-plastic sheets, scrap metal, etc.For Cambodia, all solid waste, whether recyclable or non-recyclable, is strictly prohibited (Sub-Decree No. 36 on Solid Waste Management). Recently, a Notification (សជណNo. 1539) issued by the Office of the Council of Ministers has agreed in principle to allow the importation of scrap metal or metal shells in the HS code: 7204.10, 7204.21, 7204.30, 7204.41 but must be checked and authorized as before the competent institution. However, the implementation of such a procedure has not yet been determined.
Place for submitting application
All sample applications, fees, and letters are received at the Ministry of Agriculture's one window service office “OWSO” located at the Ministry's office.The OWSO consists of officials from the Pollution Control Department of the General Technical Department, a department that specializes in providing services on the issuance of the above-mentioned permits on a regular basis to provide services related to its unit.Ministry of Environment

The implementation of internal procedures starts from the specialized office and goes through a number of hierarchies as defined in the law. Prior to reaching a decision, the specialist officer may contact the applicant directly for any necessary supplementation required for the adequacy of the request, such as requiring the applicant to provide additional documents to the expert officer.

After issuing the approval decision on the application, the professional officer will contact the applicant to pay the service fee. The service price is determined by the type, and quantity of goods/products requested for export and in accordance with the joint declaration of the Ministry of Economy and the Ministry of Environment on the provision of public services of the Ministry of Environment.
Note 5
This permit states the type, quantity of goods, and validity (1 month). When receiving the permit, the applicant should bring his / her ID card or other identification along with the receipt/payment receipt.
