Prakas

on

Compulsory Insurance Stamp for Vehicles

  • Having seen the Constitution of Cambodia;
  • Having seen the Royal Kram No. NS/RKM/0704/001 dated 13 July 2004 on the promulgation of the additional constitutional law for regular functioning of the national institutions;
  • Having seen Royal Decree No. NS/RKT/0704/117 dated 14 July 2004 on the appointment of Prime Minister of Kingdom of Cambodia;
  • Having seen Royal Decree No. NS/RKT/0704/124 dated 15 July 2004 on the appointment of the Royal Government of Cambodia;
  • Having seen Royal Kram No. 02/NS/94 dated 20 July 1994 on the promulgation of the law on the organization and functioning of the Council of Ministers;
  • Having seen Royal Kram No. NS/RKM/0196/18 dated 24 January 1996 on the promulgation of the law on the establishment of the Ministry of Economy and Finance;
  • Having seen Sub­Decree No. 04 on ANKR.BK dated 20 January 2000 on the organization and functioning of the Ministry of Economy and Finance;
  • Having seen Sub­Decree No. 78 ANKR.BK dated 18 November 2004 on the completion and correction of some Departments of the Ministry of Economy and Finance;
  • Having seen Royal Kram No. NS/RKM/0700/07 dated 25 July 2000 on the promulgation of the law on Insurance; Having seen Sub­decree No. 106 ANKR.BK dated 22 October 2001 on Insurance;
  • Having seen Inter­Ministrial Prakas No. 653 BRK.SHV.SK.TC.MP dated 16 October 2002 on the  obligation of material insurance, responsibility or third party insurance;
  • Having seen Inter­Ministrial Prakas No. 653 BRK.SHV.SK.TC.MP dated 16 October 2002 on insurance of passenger transportation;

 

  • Having seen Inter­Ministrial Prakas No. 653 BRK.SHV.SK.TC.MP dated 16 October 2002 on obligation of insurance of material and responsibility at contraction site;
  • Having seen necessity in governing insurance;

 

 

 

Hereby decides:

 

 

Article 1:

 

All insurance companies that are providing the insurance service and in compliance with the conditions required by laws of Cambodia on obligation of responsibility on third party or compulsory insurance for passenger transportation, shall provide the insured a stamp showing the specificity of insurance.

 

 

Article 2:

 

Each Stamp shall be round and have diameter not less than 7 centimeters. It shall be in full yellow and the letter shall be printed in black ink on it with the size not less than 18.

 

 

Article 3:

 

Each stamp shall consist of the following information:

 

  • Name of company providing the insurance service
  • Insurance certificate Number
  • Vehicle number
  • Starting date
  • Expired date
  • Insurance category (responsibility for third party and/or for passenger transportation)
  • Contact number

 

 

Article 4:

 

Each insured must stick the insurance stamp to windscreen where the public can see.

 

 

Article 5:

 

Each insurance service provider shall keep an insurance stamp in secured place with regular examination of stock in order to prevent the misappropriation.

 

 

Article 6:

 

Any provision contrary to this Prakas shall be deemed abrogated in compliance with the contradiction.

 Article 7:

 

General Secretary, Director of Cabinet, Director of Industrial Financial Department, Director of Customs Department, Delegation of Royal Government in charge of Director of National Treasury, Director of Administration and Finance and relevant units under control of the Ministry of Economy and Finance and insurance companies, shall effectively comply this Prakas in compliance with its duty.

 

 

Article 8:

 

This Prakas shall come into effect from the signing date hereunder.
